IFPI opens an AllOFMP3 office in London


On Monday the administration of the Russian music store AllOFMP3 was very surprised when the IFPI shared the news with the press that AllOFMP3 had a European office.


During a night raid to a private apartment the British police had arrested an unidentified 25-year-old British man who, as the IFPI and BPI claim was selling vouchers for buying music from the ALLOFMP3 online store. The arrested Londoner was hastily declared an employee of the European office of AllOFMP3.


The AllOFMP3 administration reiterates that the store has never had any activities outside Russia. Thus we do not have any offices or employees abroad. AllOFMP3 operates in full compliance with Russian legislation and pays the necessary royalties to the rightholders and authors.


The members of the IFPI are unable to do anything about the natural crisis the music industry faces in the digital era. Instead they engage in unfair competition practices and political lobbying. They make up “sensational” news to attract public attention to their activity which becomes less and less valid every day. 


The recent actions against online music stores are connected to the considerable decrease in CD sales (50% in some European countries according to www.ifpi.org). The majors are trying to keep their super profits by any means. They block the natural transition from outdated physical media to newer means of delivering music to the consumer.


The IFPI и BPI turned a person reselling gift certificates into a “European office of AllOFMP3” in London. After that they initiated the loud “closure” of this “office” and an arrest of its mythical “employee”.


The young Londoner is a victim of music majors fighting the technological progress.

Umm, "by I smell a lie," you are pretty funny. If you live within Russia where allofmp3.com operates, you can buy music to your heart's content. Outside of Russia, where allofmp3.com has no control over the actions of people and organizations, groups like the ifpi and the RIAA have worked hard to try to prevent people from being able to send money to allofmp3.com in exchange for music. The moral and legal issues exist only for you (presumably in the west). Allofmp3.com is as legal as any other music broadcaster or reseller in Russia. Copyright fees are being paid. Perhaps the IFPI and the RIAA should contact the russian copyright licensing people and work out the details to transfer these fees to the copyright holders (that's what the money is collected for, after all). But they've chosen to not do that. So one has to wonder what the IFPI and RIAA is really all about.

In a twist of irony, the RIAA in the US has announced that they intend to push for broadcasting fees for radio stations. Even radio stations that broadcast music that is not copyright any RIAA member. They've taken it upon themselves to act in the interest of all copyright holders, even those who want nothing to do with the RIAA. Yet the fees they collect will not go into the hands of the artists (non-RIAA artists especially). How is this more moral than the way the Russian copyright law works (which doesn't help artists either, let's be clear)?

It is this rank hypocrisy that really irritates the rest of the world. Your comment makes no sense. If allofmp3.com has something you want, it's up to you to find a way to pay for it.

As for "chuckles" comment, well that doesn't make any sense either. What are you saying? Do you want to force allofmp3.com to sell you music? I'm not clear as to your point.

The truth is that though the IFPI and BPI mat try, they can never close down completely on this trend. Hundreds of thousands of people download music on their own without even 'getting vouchers from AllofMP3' or indeed other online sellers.

Until the music companies realise that the 'game is up' (as in the fact that everyday technology has caught up with the hype they've been feeding us for years) and actually price CD's and other media at reasonable levels, they will continue to lose out.

The most sensible idea the RIAA could have is to create their own copy of allofmp3.com, at least that's better than loosing all this money to an "illegal" store.... after all, if Allofmp3.com closes the only place I'm gonna go to is back to p2p and when I do the gigabytes upon gigabytes of music I've bought thanks to this wonderful site along with it's perfect ID3 tags and file names will go with me.... what’s more thanks to VPN technology and Swedish law there is little the RIAA will be able to do to 1) trace me and 2) take civil court action against me.

OK, so I stopped being able to use my Visa to directly pay for my music from AllofMP3. Took me all of about ten minute to set up so as to use the exact same Visa card to pay them through a third party bill processor.

I wish it was half a easy to get at my money that the US Government has illegally blocked the online poker room I play at from remitting to me.

Allofmp3 and / or cheap music will survive !

The only ones that may not survive much longer are the big music companies who want to earn billions but are unable to adapt to modern technology and make most of the music lovers MAD at them. If they succeed to close Allofmp3 all will all turn to P2P with proxies and it will only get worse.

Never forget technology goes faster than law, we will beat you, no matter how.

I would be glad to pay for every song as long as the money goes to the artists not to big companies !

I REFUSE TO SUBMIT to this big companies wanting to rip everyone's money off.

Come one artists, do like others already do, open your own stores and sell your music directly at a reasonable price (US$ 3.00 per album). Bad artists and commercial $ only making music will simply be put out of business for the benefit of all !

I so greatly appreciate allofmp3. I am grateful for the beautiful and functional site design, and for the music that is available. It is a beacon to the world. I hope the Russian government can be independent and stand up to the bullying coming from the US.

The corruption of the copyright system that the RIAA has managed to buy into US law has been a tragedy. The RIAA's greed has alienated me to a point of no return. They don't want a fair market return, they want nothing less than dictatorial monopoly. They are happy to cheat both the artists and the consumers to enrich themselves, though they produce nothing. The future of my music acquisition will never include any distribution authorized by the RIAA. They are such fools to not realize that it is the consumer and the artist who have the ultimate power. They take all the fun out of music. I look forward to their collapse.

I hope things will get sorted out for this site, but have to admit to coming on now to use up the last of my credit in case the rumours are true- its even been hard to get on and keep getting server error messages.

I like this site a lot-its easy to navigate and has a good selection of music. I'd be happy to do whatever I need to to keep using the site, even sending a personal cheque to an individual in Russia if thats what it comes to.

Does anyone know where we can lodge a protest about this?

I don't understand why people vent their spleen at AllofMP3. Clearly the villains in this game are the corporates who are ripping us off. Anyone done some price comparisons on iTunes for example? Check out the price of Frank Black - more than the price of the CD!! I bet he sees squat of that extra cash. And for those who can't find a way to pay - boo hoo!!! Everytime AllofMP3 has been blocked for example by the hypocrites at Mastercard or Visa I have found a way around. ALLOFMP3 ROCKS!!! And keep on fighting the good fight

I do not like the P2P thing. I prefer allofmp3. They have set up the future of music online sales. Ironic that U.S.A/england are doing the communist strong arm tactics to protect monopoly's and its Russia leading the free market. Blows my mind!!!

You charge too little. In the U.K. we are charged by itunes an alarming 79 pence per track. Be more businesslike, come to an agreement to pay mutually agreed royalties to the major producers, then come to a charge of say 50 pence per track which I'm sure everyone would gladly pay, you would soon annihilate itunes by fair competition.

There "are ways" to purchase, you can read the forums posted by Wren. However, it is not a "10 minute" solution from as much as I've tried. I think we should all be patient, there must be something being done behind doors to get payments back on track.

BTW, here we are in the age of information (in)security trying to protect our workplaces from the criminals of the IT underworld, and the RIAA and other such a*holes are using CRIMINAL tactics against their enemies, i.e. DDOS attacks constantly keep AOMP3s sites offline. Nice one. I guess this is the wild wild west, where it's basically kill or be killed, so much for the civilized way of life.

It seems that allofmp3.com IS legal in Russia. It if isn't then why haven't they been shut down? The RIAA has had to resort to bullying tactics to get VISA, Master Card, and PayPal to stop allowing their customers to use their services to make purchases from allofmp3.com. Why would they have to take that approach if allofmp3.com was illegal? Why would they push to get the British guy arrested for helping facilitate payments to allofmp3.com instead of doing something about allofmp3.com directly? Apparently they can't do anything to them directly. Having RIAA shills make the first couple of posts here is pathetic. The RIAA is looking out for the RIAA. Even the big name artists get only about $1.00 from the sale of a CD. The lion's share of the profit goes to the large companies. Artists are making most of their money from concerts now. The record companies are starting to grab a percentage of that now too by writing it into new contracts that they get a percentage of concert revenue. They dropped the ball when people wanted music in digital formats and they stuck to their existing proven methods of making profits. As digital tracks were being traded illegally on the Internet they failed to take advantage of the enormous opportunity they had to get in on the action early. If they had started online sales at a reasonable price early on they could maintained their monopoly. People would have gotten their first taste of music online from the music companies and would have thought it was great to purchase individual songs online. The illegal methods of distribution would have never taken hold for the masses. Now they are paying the price for their mistake. The movie industry saw the mistakes of the music industry and is trying to not let it happen to them. As people get more bandwidth and downloading the much larger movie files becomes practical it could become a problem, but the movie industry is already pushing legal methods of online distribution (NetFlix's Watch Now, etc). I'd rather pay a few dollars to legally and conveniently download a movie right now than have to queue it on a P2P network for days to get it. The current price for music tracks online averages $.99. That is $10 for a CD's worth of music and is too much. In the stores the physical CD cost $15. The overhead to sell the tracks online is much less than manufacturing a CD, shipping it to a distributer, then to BestBuy's warehouse, then again to each store, pay the salespeople, etc. If they sold tracks for $.25 they could still make a profit and most people wouldn't bother with the other methods. Wow, a whole CD for $2.50! Sounds a lot like allofmp3.com.

My band made a CD last year. Let me inform you, of not what the big labels get , but a starting point that nearly 100% of all Artist use initially. We cut a CD in a very nice studio, 3 months in the studio off and on to get every track perfect. Total cost was 8,000.00 with 5,500.00. going to the studio. Rest was sent to a CD company who took the CD master and made 1000 copies.

I read with interest all the commenst about getting payments to AllofMP3. I too, want to refill my account and have been unable to. My first thought was to contact friends in Russia and have them refill my account. But then looking at all the comments on the board I realized that the answer will soon be staring me in the face. With so many of us wanting and demanding this service, the music industry cannot bury it's collective head in the sand. Even at $2.50 per CD there is profit waiting to be taken. Just be patient it is coming.

I have just transferred money into an account, as per all ofs instructions. I am now waiting to see if my balance is filled. Ok this cost me £13 to do through my UK bank, but hey it still works out cheaper than itunes, etc. I had not purchased an album for about 4/5 years until I came accross All OF. According to a heads of agreement between the Russian and United States governments signed in November 2006, Allofmp3 and like organisations are to be closed by June 1 this year. The payoff is for America to back Russia's application to the World Trade Organistion.

However in recent months relations between the two countries has been cooling so we'll have to see what happens in the next week or two. In a nutshell I wouldn't be puting any money into Allofmp3 for a little while yet. You may lose it.

Likewise some recent events may see allofmp3 closed, but other very similar organisations with similar expertise appear on the net.

There is a larger issue here.
An international accepted currency system has refused to service a business on the grounds that an American organisation has declared it illegal. It was not tried in an international court. The Russian legal system is considering the case only through pressure from America.

Is this the world we are headed for? The internet was supposed to be about freedom without borders. I guess we are only as free as when it suits them.

Today it's music. What will it be tomorrow? Perhaps they will freeze the accounts of political parties they don't agree with? Scary.

There are companies that, every day, operate within the confines of their countries legal system and we are allowed to buy their products. The Chinese reverse-engineer every patent protected doohickey, make a slight alteration and pay workers 1 USD per day to make it. We can buy this shit all day long at Wal-Mart with a Visa. There is no difference with allofmp3 (except it's not shit). What they do is legal and the record companies are pissed because they can't get their fat-asses out of their chair and do anything, so they've coerced the RIAA into doing their dirty-work. I guarantee the record companies spend big $$ on lawyers and accountants finding loopholes to make money in other countries. Oh look it's the 2nd of June and AllOfMP3 still haven't "been shut down". We have heard all this "they are being shut down" F.U.D before, it wasn't true then and it isn't true now. So I smell a lie from "I smell a lie" (which label do you work for or are you just another R.I.A.A shill).

I wish that I could still use my credit card on this site. I used to spend loads of money here every month and I was always very satisfied with the range and quality of the products on offer.

Personally I think it is outrageous that the credit card companies have cancelled this site's accounts. They are now trying to tell us what we can and can't buy with our own money, and that we should not be allowed to import a product from Russia (where the product is sold in compliance with Russian law).

When did the credit card companies become lawyers and moral instructors. Personally I think that this sets a dangerous prescident. Clearly they are bowing to unseen pressure and now that it has happened once it is bound to happen again.

Are credit cards going to become political tools that will be used to apply pressure globally to "rank and file" citizens?

Are the multinational corporations going to disguise their agendas of exploitation, self interest and greed as "moral guidance"?

It is obvious that the music labels still "don't get it". The more that they "push and shove" the more their own customers will become disgusted and the less "product" they will sell. Hopefully they will do us all a favour and "push and shove" themselves out of business. The sooner the better!

If this music shouldn't really be worth so much, according to the laws set forth democratically by our nations, then why do we want it so much? No matter how emptily or deceitfully hyped and inflated the values assigned to art and intellectual property are, if we decide to take creations from other people, crafted individually or in collaborations, or support the secondary trade spawned by theft, we are committing and supporting criminal acts; we are undermining the concsientious and self-determined values which underly the pride of American patriotism and idealism.
If we are too insecure to do without the "cheap" or "effortless" commodities, then we seem to choose to cheapen ourselves. If you step on others, then our justice system will step on you. We designed our system of justice for a reason.
This is a more encompassing issue involving corruption through big business and hoards of distribution and other corporations.
But, we should do our best not to let such frickin corrupt character stain us as well.

It's interesting that a representative of Visa would make such a comment in a public forum, insinuating that Visa makes presumptions regarding legality of music downloads and has an enforcement mechanism without providing a mechanism for legal defense.

If the post is genuine (likely not), then it's also interesting that Visa's attention perks up regarding music downloads, but appears to endorse downloading of pornography, hate literature, and the purchase of weapons. on allofmp3, if you want cd like quality (lossless), you can have it, but you pay it almost as a physical cd...

Tempting as it is to go for cheap or free downloads, we must keep things in context, whether it be in Russia the U.K. or Timbuktu.

Ask yourself; what do you do to pay the bills at home? Office work? Work in a Factory? Are you an Expert or a Tradesman? Academic, labourer? You get the picture. So, how about if some mysterious person comes into your work place and without saying a word watches what you do for a few hours. Eventually this person goes to see your boss and says “O.K. Well, if that isn’t bad enough, in the business of music downloads, in the context of this web site, we’re not only talking about denying someone’s legitimate income, we’re also talking about stealing people’s creativity, their ideas, their art.

Go ahead, do it, and make your self feel better by banging on with the age old, worn out war cry of “death to the majors”. “Power to the people” and all of that.

But whilst you’re at it have a think about this. It’s not just the majors that your kicking and it’s not just the independents, who really put the money on the line to try and break new artists, that you’re stealing from. It’s not just the musicians (artists) who, despite whatever you might think don’t want to stay in their bedroom or father’s garages with their new technology, draining themselves of every drop of creativity for nothing. It’s you that your kicking the most.
Why? Because at the moment there are 50 years of back catalogue to go at. Download what you like, go on, take it and gorge yourself because with web sites like this they’re nearly giving it away. But eventually, just like global warming, the rivers of tracks will dry up and by then the part of the industry that really matters, the part that puts its money into getting the music that you like under way, will have been choked out of existence. After you have cheap or free downloaded yourselves to death, without a cent being paid in royalties to the record companies that have paid (and many a time kissed goodbye to) thousands and thousand of dollars in advances to musicians for gear, instruments, putting on gigs and recording studios and expertise that go with them to give recordings the edge, the individuality, the quality that a home pc will never give in a million years and often without any return in their investment, what will you expect?. Do you think that these guy’s instruments and equipment grow on tress? Do you think that the rent or mortgage or gas or electricity people are going to say “Ah, we see that you’re a musician, so, naturally, you don’t have to pay us a penny”. Do you honestly believe that people that run record labels just sit there jamming all of the company’s income into their wallets? Rubbish.

Why is it so different to steal music from the music industry to hurling a brick through a jeweller’s shop window and running off with the stock? The answer is that there is no difference. Every time that you press the “download” button for a free download or one that is so cheap you know that it’s going no further than the wallets of those running the site, imagine that your throwing a brick.

It makes a little bit angry that you can open an new account and then there is no possibility to load money on it (from Germany). A frind of mine has an existing account and is still be able to use his credit card, I can' do that. Obvisously, the newer accounts can't use credit card balancing. Bill Turton, yada yada. First off, EU fucks their citizens with bloody 20% extra charge for nothing, called VAT. There are prosperous countries where they never pay that, at least not 20%, e.g. US or Singapore etc.

Of course its due to different environment and regulations. Now, in Russia its the same. Fees for copyrights are lower, period.

And don't give me your crap about preventing music from being made because we are stealing from the mouths of starving musicians. The music scene has never been so healthy. And the reason is that a whole generation of kids have grown up with the ability to listen to whatever they want through Napster and Kazaa, rather than simply being fed what some focus group in Texas thinks that young people want to spend their money on. It's simply not true that record companies supply the cash to pay for musicians instruments. Nobody ever got a record deal before they saved all their paperboy money to buy their first guitar.

I buy my music from a huge range of different sources. From AllofMP3, the church jumble sale, a high street record store, direct from the artist, Beatport, Myspace, charity stores, and subscribing to record labels. I do think about where my money goes, and in the case of major record labels, I worry that only a sickeningly small percentage of it goes to the artist. I worry about this a bit more with AllofMP3, but continue to use it, and its kin, because there are tunes on there I don't know where else I can get.

We are seeing a paradigm shift in the recording industry. Artists don't need to prevent people from listening to their tunes for free, they need to enable as many people to listen to their tunes as possible. There is no way for the recording industry to regain their huge CD sales figures of yesteryear, the world has moved on. The way to profit from the music business of the future is to build a large fanbase and sell them things, like concert tickets, merchandise, and hard copy recording media. Electronic downloads or airplay are a great way to build your fanbase and get your tunes out there.

The very first time I discovered allofmp3.com was about 3 or 4 months ago, just about when people started having problems, and at the time I could'nt fill my balance. When I was looking at one of the blogs on this site I saw that somebody that called themself "Mike" was helping people out by purchasing gift certificates for them (A very nice person, by the way, since he wasn't required to do so). That seemed to work for me and I was able to refill on my own one time after mike helped out. Since then, nothing has worked. I see that you have directed people to the forum with the address - "http://www.aom3.org/forum/". I have done a search by your username and came up with a lot of your posts. Which one of your posts in particular are you talking about when you say to read "how to refill your balance"? Is there a certain title to a thread that you are talking about? I have some time that I can sift through the info on all your posts, but my time is also limited to a degree. If it can be narrowed down to certain posts it would be greatly appreciated. I want to be certain that I exhaust every avenue possible in refilling my balance.
I wish I would have known about allofmp3 a lot sooner, then I would have been able to get a more music at a lot better deal than the deals, or so called deals out there now (Just my luck). It seems like that always happens that way, doesn't it?

Storm in a teacup. I'm a latecomer to this furore, having signed up to see if I could find a particular track I've been looking for and ran into all these issues. Fact is; it can't last forever. Either allofmp3 will come to some sort of compromise deal as suggested above or they won't. Either way, there'll be some new way of getting cheap non-DRM music legally, just maybe not immediately. The big companies can't plug every hole in the dyke. 5 years ago, digital camcorders were over a thousand quid, now they're 300. Have patience my brethren.

I personally love this service, and have NO problem if they decided to increase the prices to allow them to comply with the western music companies...

It annoys me that they havn't already, I wouldn't mind paying the £1 / track that i-t#n#s charges.

This is mostly due to the software they use and the fact I can download in Ogg - the better format to MP3 and WMA (IMHO)

PLEASE get western legal! :@)

The biggest problems here is that the The Internet as a whole is governed and controlled by the US of A, thus by the flow of money from the RIAA and MPAA, and IFPI and the likes. They are incapable of properly reading (or speaking) Russian, so they all know (like most readers here) one side of the story. Fact remains that ROMS, as stated in several Russian news articles, is used as a political means now, against the wealth of the (overly) rich big-shots trying hard to remain in control over the Music Business money-flow. While they (ROMS.ru) pay out income (directed towards copyright holders and creators) widely in direct lines, the RIAA seem merely pissed at ROMS because their usual middlemen are being avoided by ROMS, hence their false accusations towards AllOFMP3 (and all who are related to it).

I advice most Western readers not to believe everything they tell you about this. If you can read and understand Russian, you'll hear completely different (often opposing) stories, and I (as a European citizen) am getting inclined to believe the Russian side of the story more, since most people in those areas are hardworking honest lads, without any motive to lie to the buyers of music via AllOFMP3.

Hey this debate is certainly striirng up a storm of participation. Everybody has an opinion. I think Russians are the luckiest people on earth as they can get all the music they want at a reasonable price. Online distribution of music is the way to go and yes the majors are clued out. One of the biggest scam in the industry when they sign an artist are "promotional fees" deducted from earnings generated by a record. These expenses are often physical (print, cd, launch parties, store shelves allocation, distribution fees, shipping fees, traveling expenses, media placement, bookings, rentals, administrative fees, etc.). On top of that they make a percentage on gross sales. On every dollar earned, in most cases the artists are left with at most, 10 cents. With online music, potentially, these traditional expenses are greatly reduced if not completeley abolished. It would seem in theory that this is the way to go to allow for more musicians to be known and live off their art...Because the majors will only promote artists that are "worth" promoting, the consumer is left with very little artistic choice.


One last point, some artists are now starting to get "discovered" off the Internet. That is the single most scariest part of the traditional music industry equation because the majors are losing the last part of the "control" they still enjoyed: the ability to make or break an artist by controlling the distribution network.

Hey I've been trying to buy music here but it says you don't accept creditt cards. That's probably because you cannot sell out of Russia. GET PAYPAL. Also can you provide a proof (a scanned document, a lawfirm attestation, a notary affidavit, an intrust account proof or other) that you are in fact setting aside a potential allocation to artists of the Western world? I understand that it would be written in Russian but I could get it translated with Babelfish (isn't the Internet great ;))

I think that we are going to go through a transition where digital downloads are going to kill selling media and the music industry are struggling to cope, they are just trying to make a living. Don't get me wrong, I don't condone what they are doing at the moment(bully tacktics) but think during this transition we are going to get some very odd music for while, its all going to change for the better. It will all sort is self out in time though we can just wait for music to be real and musicians to get what people value their music at and not what some big director decides to market.

I am excited about what is going to happen and cant wait!

Someday the greedy will recognize that technology cannot be stopped and the Internet is indeed free. It is ironic they champion free enterprise and gloabl economies, yet they insist on governmental protection for their monopoly. I applaud AllofMP3, but only wish the promise to return would be fulfilled quickly and accounts restored. Can we at least see a projected date of the restart.
